Hello Karl, I am using POI 2.5.1, If I change the cell type Data->validations->settings-> Any value, tool starts reading it normally and there are no errors, but I can't force my users to do that,

Which POI version do you use? "Long" ago there were such problems using 2.5 which were not in 2.0. But I think already with 2.5.1 such problems were removed. If you're using a quite new version that something different should be the reason.
