* If apg is not installed, various tests related to the pokerbotlogic
fail in strange ways. I've added a autoconf macro to test to make
sure apg is there and is a recent version.
* Also added apg package to the debian Build-Depends, since it is needed for
tests.
# rsync is likely needed for building as well -- I think I saw it
running during tests.
