Work to figure out server packet reduction.
* This additional test74 shows that when the player is merely an
observer, they do indeed stack up packets of hand actions
indefinitely. Stark contrast with test73 which seems to show that
once the player has attempted to enter a hand but timed out, they see
only the packets from hands already played.
