Some clients need to be told when tourney breaks begin and resume.
Changes to help that along:
* Added two new packet types, PacketPokerTableTourneyBreakDone and
PacketPokerTableTourneyBreakBegin, the latter of which also sends a
resume_time for whe the tourney is expected to resume, which will be
seconds since the epoch.
