My initial goal here was to write good coverage for triggerTimer(). What
I discovered was that this couldn't be done unless we switched over to use
the twisted unittest framework, so that reactor would function properly.
I did that, and wrote the triggerTimer() tests, and then also had to
rework a few tests that weren't accounting for the reactor properly before.
