Log:
Changes to avatar level for locale switching with 'ISO-8859-1' forced:
* Added 'ISO-8859-1' argument to service.locale2translationFunc() call
in avatar.setLocale().
* Changed PACKET_POKER_SET_LOCALE help string to explain what is now
expected.
* Added comment in pokersite.py about future correction of this hack.
* Added lang-only settings to XML file; these should now work.
