As far as I know, the only way to do this would be to modifiy the 
individual recipient limits in the database itself.  However, I am myself 
still not certain when various paramenters set in poilicyd.conf override 
what values are already in the database.  So, even changing the values in 
the DB might not guaranty that they stay that way the next time policyd is 
reloaded. Someone else with more expertise on this should reply -- my 
understanding was always that the same restrictions applied to all users, 
except of course for any specific exemptions.
