So, if you want *all* your users to be able to send or receive email
less than 1 MB, set

message_size_limit = 1024000

in the main.cf postfix file on your mail gateway and reload postfix.
Otherwise, you'll have to come up with a special filter in postfix,
or another idea would be to try something like a postfix or procmail filter on the mail host itself. Is it running postfix and/or procmail?
