The mySQL Administrator (free download from mysql.org) is also a convenient user interface. There are implementations for Windows, Mac OS X, and several flavors of Linux. The download is currently at: http://dev.mysql.com/downloads/gui-tools/5.0.html
We run two instances of policyd, one DB serves two servers, another serves four servers. Performance has been excellent. Each server can have its own policyd configuration file, but the DB entries have to make sense to any machines that connect to it (which should be pretty obvious). A single instance of cleanup is all you need to keep each DB from growing too much (we run ours on the mySQL server directly, which is th emost efficient). We've not seen any DB problems at all to date. Our current instances are running V1.82.
