add header and rbl checks only

Hello,

when I'm set $dnsbl_checks_only to 1 and I would like to add the
policyd-weight headers to the mail with $ADD_X_HEADER        = 1;
policyd ignores the add_x_header statement. 

Only when I set $dnsbl_checks_only to 0, policyd will add the headers
to the mail.

bug or feature?
