RelaxTransparency only ignores server-side cache control directives.
It still honours client-side cache control directives.
The idea being that with relaxTransparency set, you never revalidate
pages unless you explicitly Shift-click on reload.
Does that fit your observations, or do you still think there's a bug
somewhere?
