What you're seeing are two mechanisms:

1. For the first two or three requests (depending on whether the server is
   already known to support HTTP/1.1), Polipo uses a single connection in
   order to probe for pipelining support.

2. After the pipelining probe has completed, Polipo starts load-balancing
   over serverSlots or serverSlots1 or serverMaxSlots connections
   (depending on what it found out about the server).

So apparently what you dislike is the load-balancing behaviour.  The only
way to disable this is to run Polipo with serverMaxSlots set to 1, but
beware -- this is definitely ungood for performance.
