I didn't configure polipo.  I just installed it as a part of the vidalia 
bundle.  For me I can only use tor as administrator.  When I try to enable 
tor as a user I get:

The proxy server is refusing connections
Firefox is configured to use a proxy server that is refusing connections.
*   Check the proxy settings to make sure that they are correct.
*   Contact your network administrator to make sure the proxy server is 
working.

Ok, if I change torbutton to point to 127.0.0.1 port 8123 the page loads but 
when I goto https://check.torproject.org I get

Sorry. You are not using Tor.
