I'm also an interested polipo user and I would like to contribute some
patches (notably, for DELETE, OPTIONS and PROPFIND support) though I would
need some guidance in the code because on first sight I could not figure out
where to make the appropriate changes.

What about Google Code or GitHub? These seem to be fairly popular for open
source projects these days, and they don't impose any restrictions afaik
(with the exception that the hosted code must be Open Source).
