Windows 2003 Server, AMD Sempron 2500+, 512 MB of RAM.
There are about 30 users going through the proxy.
No surprise here -- Polipo for Windows is using Unix compatibility
interfaces, which don't handle concurrency well.

Please run Polipo on a Unix system, or rewrite the guts of Polipo using
IOCPs.
