For these measures to be adopted you need a function democracy. The United States ceased to be resemble anything like a functioning democracy in the late 1980's. In 1991 we led the imperialist war in Iraq and 1999 we led the slaughter in the Balkans. In 2000 we had the stolen election and in 2003 the launching of a second imperialist war of aggression in Iraq, introducing the state sanctioned use of torture and the abrogation of the centuries old protection of habeas corpus.
