Personally, I suspect the culprit is genetic. Followed by breathing the city. Especially OCD runners - taking it all in, the euphoric lightness of being. I recognize one's right NOT to smoke, that is, as long as they mind their own business. When they don't, and stand within striking distance, they've created an immediate and dangerous health hazard - to themselves.
