Well said Philo....

If I could improve on this brief resume' of Senator Kennedy, I would
emphasize how this man almost single handedly changed the face of our Nation
with his 1964 Immigration Bill, and his continuous push for allowing illegal
immigrants into this Nation.

Just as bad, was the "Kennedy-Kassenbaum" Bill, which single handedly took
away the scienter element, the "*mens rea*"; aspect from Doctors who were
taking patients who were covered by Medicaid and/or Medicare.

Yesterday, there was a thread on another board that talked about the number
of doctors and health care providers who refused to accept patients who were
covered under Medicaid or Medicare.  The Kennedy Kassenbaum Bill is the
cause of this, because the distinction of whether a Doctor (or his office)
intended to, or whether they knowingly and intentionally attempted to
defraud the government doesn't matter anymore.....If there is a "mistake",
the penalty is the same as if you intentionally attempted to defraud the
government.

Thanks Ted, for all that you have done for our Nation.
