The Confederation of Helvetia would do nicely.  You are free to shoot
up heroin in the park if you so choose.  People can leave their
sidewalk displays out and unguarded for their two-hour lunch break.
They do not have a war against drugs and you rarely see the police.
Cameras take pictures of speeders and traffic light runners and you
get your ticket in the mail.  You have to be 16 to buy beer and wine
and they don't have a drinking problem with teenagers.  It is very
clean and what they call dirty air, you would call pure oxygen.  They
have the only river running through a European capital that you can
swim in.  Topless sunbathing and swimming is not only allowed it is
common.  They are not ruled by Puritan ethics.
