allowing the Commonwealth to charge of $25 fee for each traffic hearing.

The El Paso Miracle: How can a comparatively poor, high-immigration town
that sits across the border from super-violent Ciudad Juarez be one of the
safest big cities in America?

By conventional wisdom, El Paso, Texas should be one of the scariest places
in America. It's a city of illegal immigrants with easy access to guns, just
across the Rio Grande from Ciudad Juarez, Mexico, a metropolis currently
ripped apart by brutal drug war violence. So El Paso should be a bloodbath,
right?
Here's the surprise: El Paso is among the safest big cities in America. And
as Senior Editor Radley Balko reports, many criminologists say El Paso isn't
safe despite its high proportion of immigrants, it's safe because of them.

A Few Words About Gender: Do men and women communicate differently?

Do men and women communicate differently? Not according to a study conducted
by James Pennebaker, chairman of the psychology department at the University
of Texas at Austin, who found that men and women both utter about 16,000
words a day. But as Steve Chapman responds, if the average male is putting
out 16,000 words every day, some guys must be gushing verbiage like Old
Faithful to make up for the rest, many of whom might easily be mistaken for
victims of lockjaw.

If You Can't Beat 'Em, Join 'Em (and Then Say You Beat 'Em)

Complaints about corporate money and influence in politics are a constant in
American political discourse, with complainers typically grousing that
industry cash and power stifle proper regulation. But too often, despite
claims that regulation is some sort of victory against corporate power,
federal meddling just makes the government an industry partner (for perhaps
the most notorious example, see the tobacco industry's win-win deal with the
government). And thus, as in this Politico story about political battles
being waged by drug manufacturers, political actors necessarily become
subject to corporate blowback and power plays whenever there's some
indication the politicians might not be playing along...

London Vacation

Klaus Matzka says he had a good time on vacation in London, England, but
he'll never go back again. The Austrian man says police detained him and
forced him and his sons to delete their photos after they saw them taking
pictures of the famed double-decker buses as well as a bus station that
Matzka found interesting. They say the police officers told them taking
pictures of anything transportation related is forbidden because of
terrorism concerns.
