No, you have to pay a fine that changes your behavior, and 17 cents
won't get it. The postage is more than that. Just like free health
care. It won't work if it's free because free loaders will be seeing
the doctor every day just because they want to talk to the doctor,
while other people need treatment for heart attacks, etc.

The fine has to be high enough so you think twice before doing it
again.
