Boobus Americanus is CONDITIONED to believe that whenever the
State 'shows' up to 'investigate' or 'prosecute' that they would not
be there were there not some 'wrongdoing' in the first place.

Pull Peddlers get away with using such tactics all the time.

You are correct that it does not have any legitimate authority
provided it by the Constitution but it does so regularly through
regulation, tax codes, etc.
