The former is for current versions of PolicyKit (versions 0.90 and later), the latter is for older versions (versions 0.1-0.9). As you can tell from the man pages http://hal.freedesktop.org/docs/polkit/pkaction.1.html http://hal.freedesktop.org/docs/PolicyKit/polkit-action.1.html they more or less serve the same purpose. Note that these two versions of PolicyKit are pretty different - in fact, they're so different that they can both be installed at the same time (though, in Fedora, we don't allow that for good reasons).
