Two years ago, I asked a question here about mark-up in metas

I fixed things, got 'em working, and then had to put the project aside. 
I've upgraded Racket to v.7, and upgraded all my packages, and came back to 
this project, but now the template and files are throwing an error.

This works:

◊define-meta[title]{Conclusion to Studies in the History of the Renaissance}

But this, which once did, no longer does:

◊define-meta[title]{◊{Conclusion to ◊em{Studies in the History of the 
Renaissance}}}

The error is:

application: not a procedure;

 expected a procedure that can be applied to arguments

  given: "Conclusion to "

(And, removing the surrounding list gets me back to the problem described 
in the thread).

Is there something that has changed, in Pollen or Racket, that would be a 
good place to start trying to fix this?
