+mscales `git clone [email protected]:Polymer/pica.git; cd pica; bower install` should get you all set up.
Bower is not a build tool, it's a client-side dependency manager. In the early days of Polymer, we were heavy users of submodules. As Rob mentioned, it became a nightmare to rev up the dependencies. FWIW, we've been talking with the Bower team to support this kind of app install use case.
