`git clone [email protected]:Polymer/pica.git; cd pica; bower install` should
get you all set up.

Bower is not a build tool, it's a client-side dependency manager. In the
early days of Polymer, we were heavy users of submodules. As Rob mentioned,
it became a nightmare to rev up the dependencies.

FWIW, we've been talking with the Bower team to support this kind of app
install use case. Hopefully in the future, one can just run: bower install
Polymer/pica
