Given polymer afaik requires a chrome based Webview that indeed limits to 
KitKat or roughly 2% of the android installed based. 

Have you guys considered embedding a build of  Chromium in the apk 
generated by your cca toolchain ? That would greatly expand the reach for 
polymer based apps but also for other chrome apps that require a modern 
browser on Android.
