Both generator-element <https://www.npmjs.org/package/generator-element> and generator-polymer <https://www.npmjs.org/package/generator-polymer> lets you scaffold an entire project.
One is based on polymer-boilerplate <https://github.com/webcomponents/polymer-boilerplate> and the other on seed-element <https://github.com/PolymerLabs/seed-element>.
