I would generally do this like so:
<body fullbleed vertical layout>
<core-toolbar></core-toolbar>
<div flex></div>
<core-toolbar></core-toolbar>
</body>
If you want to do it inside of some element other than `body` the same idea
will work as long as the containing element itself gets a size from
somewhere.
