The cause of the issue is the dropdown is nested inside the core-collapse
by default, so it sizes according to the dimensions of the core-collapse. I
just added a "layered" attribute to paper-dropdown-menu#master to handle
this case. Note that with "layered", the dropdown will not scroll together
if its scrolling container scrolls.
