I am unsure if I get everything right, but I think this answer is only true when the developer is fully embracing the 'everything is an element' paradigm.
Personally, I don't do that. While I really appreciate Polymer for its syntactic sugar on web-components, I just can't stand having to add an element to my markup when I want to use it only for script operations. It feels wrong to me. It would be fantastic if I could use HTML imports for each visual component (that might contain logic, if necessary) and require() to fetch a service function.
