I recently reported an issue <https://github.com/Polymer/polymer/issues/1292> at Polymer/polymer with a similar name, but I suspect that perhaps there is something I'm missing that may be causing this odd behaviour?
I have a button with a callback bound to on-tap, but its only called when any non-text area of the button is tapped - so basically the padding has to be tapped to be recognised...
