When layered=true in paper-dialog, it is reparented to a layer higher in
the DOM, and can no longer be styled using the rules defined within it's
parents shadow DOM.

I know I can work around this by:
  - Using global styling rules
  - Creating a custom Polymer element that defines my style

But both of these solutions are not great. Are there any plans to allow
'regular' styling to work here?

I realize this may be a hard issue, but it seems like a big inconsistency
when using Polymer with shadow DOM.
