The element sets are evolving quickly as 0.8 changes. We're currently in
the the process of developing "element collections" that address different
cases (UI, layout, material design, etc). Something like a storage layer is
definitely not out of the question, but I don't think we have any plans at
the moment to create something specific for IDB.

Having said that, a major goal of web components is to grow the ecosystem
and have contributions from the entire community. Rather than the
Polymer-team providing elements for specific APIs like this, it would be
great if you created it as a personal project and submitted it to
http://customelements.io/!

As mentioned in the bug, Addy also created a 0.5 component based on
localforage:
https://github.com/addyosmani/polymer-localforage.
