I wrote an article on using Polymer in a webview/wrapper app: https://www.polymer-project.org/0.5/articles/webview.html
It's based on 0.5, but most of the interesting bits are version agnostic. All that said, I haven't tried 1.0 in a cordova based app. Might be worth experimenting with.
