I think the platform (Chromium / Blink) doesn't implement the feature yet. Here's the tracking bug: https://code.google.com/p/chromium/issues/detail?id=410785
That is, until the feature is implemented in Chrome, you won't see the go button appear on mobile keyboard. If you want the feature to be implemented, you can add star on the issue. I'm not sure about other mobile browsers (mobile safari, firefox, opera).
