The unvulcanized elements.html import <https://github.com/tastejs/todomvc/blob/master/examples/polymer/elements/elements.html> is intact in the repo and there's a note <https://github.com/tastejs/todomvc/blob/master/examples/polymer/index.html#L9> on how to switch over to use it for development. See https://github.com/tastejs/todomvc/tree/master/examples/polymer#making-updates for rebuilding it.
BTW, the official repo is https://github.com/tastejs/todomvc/tree/master/examples/polymer. My folk will be out of date.
