I wanted to make a static paper-scroll-header-panel with a translucent background....just like the one on https://events.google.com/io2015/. This way, my background image of the main content will show through the header when I scroll down.
But, with the way paper-scroll-header-panel is....the Y scrollbar stops at the edge of paper-scroll-header-panel. So, even when the background is transparent the main content background image will not show through it when scrolling...because the main content will not scroll underneath the paper-scroll-header-panel.
