I think that happened as a result of the older project being merged into the MD repo so they'd have a base to work up the new P3 LitElement compatible components, but I'm not sure about that. Also, there was a period where I think the updating of MD generally was getting further and further ahead of Polymer Paper elements. I think that will be resolved now that they are under the right roofs.
