If we're considering web-first solutions at all, surely Discourse [1] must be admitted as one of the options. It gives a choice between self-hosting -- which I wouldn't expect to be any simpler than self-hosting a mailing list manager -- and using Discourse's own infrastructure. It also has a working-ish email bridge.
