In my opinion it's best to just stop answering. A lot of the users via
the pool do not actively monitor their ntp status.
It's almost time for my "N years after leaving the pool.." report, about
a server which left the pool august 2006 but still answers. Between 3
and 4 years the traffic is at 0.36 packet/second and stays around this
level.
Someone else might have stats on ntp request on a host which has stopped
answering ntp requests.
