Linux has been using nanosecond resolution for a long time. The main problem with using Linux as a stratum1 server was that the kernel didn't have PPS support. That was fixed a while ago. I'm not sure when, but it's in 2.6.34. -- These are my opinions, not necessarily my employer's.
