I gave your ntp.conf a try, switched from ttyS1 to ttyS0 and it
appears my ntp version doesn't like clock type 22. Could it be my
NTP version? Something missing in the pre-compiled package download?
Or some missing flag in ntp.conf

Mine was for Windows, intended purely as a guide. I don't run Linux so I
can't help there (my other server is freeBSD).
What you need is PPS only, no NMEA, so I hope a Linux user can help.
