The GPS system already uses such a timekeeping system. GPS time is not UTC time. The time difference between GPS and UTC time is sent as a bulletin information by the GPS satellites and the receiver adds this difference to calculate the UTC time it presents to the user. When leapseconds no longer occur in UTC, this only means the time difference between GPS time and UTC time will remain constant from that moment.
