Well-made rubidium oscillators can be on the nanosecond level. Something like the Symmetricom SA.35m goes for a grand or so on EBay; probably quite a bit more when new. Be aware that the rise/fall time of the pulse is around 10ns, and most consumer-grade hardware won't be able to service an interrupt nearly that quickly, so it will be seriously hard to get better accuracy than in the 10's to 100's of nanoseconds.
