Sounds about right.

If you are getting timing from something like GPS, you can measure that 
offset.

If you are setting your clock from the net, your clock will be off slightly.  
But that error cancels out when somebody on the net gets time from your 
system.

That's an additional problem area.  It's what huffpuff is designed to avoid.

It's easy to tickle it.  All you have to do is run a big upload (or 
download).  It needs to be "big enough" which depends upon the polling 
interval.
