Ah very interesting! It might explain why I got so much flak when I explained that it is not really needed to include a country code in the ntp server name, and the DNS system will usually find it out from the IP address. Loads of people came with examples of how badly this worked, and I think they were all from the UK. For me in NL it works fine and I could not reproduce their problems.
