Many resolving servers learn which servers respond faster and use that one more in the future, so it's a combination of geographic location and speed of the server (some are dedicated modern hardware, others are a tiny Xen virtual machine). Also some of the servers are serving both anycast and unicast traffic, others just one or the other.
