I was setting up another server in the pool and forgot about the ipv6 interface problem if you're running ntpd chroot'd.
Known issue: http://support.ntp.org/bin/view/Support/KnownOsIssues#Section_9.2.4.2.5.1. Might be good to put this on the good configuration page. If you're on CentOS you just need to edit /etc/sysconfig/ntpd and add -U 0, assuming you have static interfaces.
