A cleaner approach for a future NTO release would be to follow what BIND9 does:
        --with-openssl=/path/name
where /path/name is where OpenSSL is installed and has the lib and include 
directories underneath.

Even better would be the removal of configure and gnu autoconf (train wrecks r 
us IMO) altoghether. That's a discussion for another time and place though.
