Yes, for mild definitions of "significantly". I noticed it more because I was running and paying attention to the DNS servers handling reverse DNS for the IP space than because the extra DNS traffic had any effect. Anyone seeing issues should check the TTLs for their PTR records; increase those to 24 hours (or more) for hosts providing NTP service to the public.
